Unlike rankings that measure AI research output or startup ecosystem density (where Saudi Arabia scores lower), the Tortoise Index weights national strategy coherence and government commitment — and on those dimensions, Saudi Arabia’s architecture is genuinely exceptional.

SDAIA: The Coordinating Authority

The Saudi Data and AI Authority was established in 2019 under Royal Decree, reporting directly to the Council of Ministers. SDAIA’s mandate is sweeping: it is responsible for the National AI Strategy, the National Data Management and Personal Data Protection Law framework, the National Data Lake, and operational AI programs including the Allam Arabic language model. SDAIA is simultaneously a regulatory body, a data governance authority, an AI research institution, and an operational AI platform.

SDAIA hosts the Global AI Summit in Riyadh (GAIN), which has become one of the most important annual gatherings for AI policy discussions outside the US and EU. The Summit attracts heads of state, international AI company CEOs, and policy makers from across the Global South who see Saudi Arabia’s approach to sovereign AI as a model — building indigenous AI capability while maintaining international partnerships, developing Arabic-language AI while accessing global AI tools, and investing in AI governance while avoiding the regulatory overreach that European AI Act critics have highlighted.

Saudi Arabia’s Arabic AI diplomacy extends to direct support for Arabic-language AI development across the Arab world. SDAIA has made Allam available (in API form) to researchers and governments across the MENA region, positioning Saudi Arabia as the infrastructure provider for pan-Arab AI development. This is both a genuine collaborative effort and strategic positioning — Saudi Arabia wants to be the sovereign AI hub for the Arab world, not just for its own 35 million citizens.

The Nafath-SDAIA Biometric AI: Privacy and Capability Tension

The Nafath national digital identity system represents the most sensitive intersection of Saudi government AI capability and citizen privacy. Nafath’s biometric authentication (facial recognition, liveness detection, document verification) is one of the world’s most comprehensive national digital identity AI deployments — it has been enrolled by essentially the entire Saudi adult population and processes millions of authentication events monthly.

SDAIA’s stewardship of the data underlying Nafath creates a unique position: it holds biometric and behavioral data on the Saudi population that is simultaneously a powerful training resource for AI systems and a significant privacy responsibility. The PDPL (Personal Data Protection Law) governs how this data can be used, and SDAIA is both the regulator of this law and an entity that operates systems governed by it — a governance tension that international observers have noted.
