Saudi Arabia’s National Strategy for Data and AI (NSDAI), developed by SDAIA and adopted at the cabinet level, is the comprehensive policy framework governing Saudi Arabia’s positioning as a global AI leader by 2030. The strategy operates across six pillars (ambition, competencies, policies, investment, innovation, ecosystem) with explicit KPIs and milestone schedules tied to the broader Vision 2030 framework.

The strategy’s headline objective is for Saudi Arabia to rank among the global top 15 in AI capability by 2030 — a target that the 2025 Tortoise Global AI Index ranking of #14 has effectively already achieved, ahead of schedule. The 2030 target is now being revised internally toward top 10 positioning, reflecting the faster-than-projected execution of the buildout.

What the Strategy Operationalizes

The strategy operationalizes Saudi AI policy across distinct domains. Data policy: the Personal Data Protection Law (effective September 2023, modeled on GDPR), data localization rules for sensitive sectors, and data sharing frameworks across government agencies. Talent policy: the SAMAI mass-literacy program, the AI specialist pipeline (target 100,000 by 2030), and partnerships with KAUST and international universities. Investment policy: PIF allocation toward Humain ($77B), Humain Ventures ($10B), and the broader sovereign capital deployment. Innovation policy: R&D coordination across SDAIA, KAUST, and the broader Saudi research ecosystem. Ecosystem policy: the 664+ registered AI companies, the commercial AI partnership pipeline, and the regulatory environment supporting AI startup formation.

Each domain has explicit policy instruments and operational programs. The strategy is not an aspirational document — it is a working framework that drives budget allocations, regulatory decisions, and inter-agency coordination on a continuous basis.

How It Connects to Vision 2030

The National Strategy for Data and AI is operationally subordinate to Vision 2030 but increasingly central to its execution. Vision 2030’s original 2016 framework treated AI as one component of broader economic diversification; by 2024-2025, AI had emerged as the leading vector of diversification rather than a supporting element. The cabinet’s Year of AI 2026 designation institutionalizes the centrality.

The reweighting reflects the recognition that AI infrastructure delivers higher diversification leverage per dollar than the original Vision 2030 megaproject portfolio. Where NEOM, Qiddiya, and the Red Sea require 15-year construction cycles before generating substantial revenue, AI infrastructure produces revenue from year one of operation. The strategic importance of the National Strategy increased as Saudi leadership updated its model of how diversification works.

The Operational Tracking

SDAIA tracks pillar-level KPIs and reports progress quarterly to executive leadership. International rankings (Tortoise Global AI Index, OECD AI Policy Observatory, Google Public Sector AI Adoption Index) provide third-party validation of strategy execution. Commercial milestones (Humain partnerships, hyperscaler regional buildouts, LEAP investment commitments) provide market-validated progress indicators.

The 2030 strategic horizon is the binding milestone. By 2030, Saudi Arabia targets 1.9 GW Humain capacity, 100,000 AI specialists, top-15 (now likely top-10) global AI ranking, and 30%+ of national ICT spending flowing through the Cloud Computing SEZ. If the milestones hit, the strategy succeeds and Saudi Arabia establishes itself as a top-tier global AI power. If they slip, the strategy fails and the buildout produces capacity without commensurate capability.

For now, execution is on or ahead of schedule. The 2026 cycle is the next critical inflection point.
