A Saudi Arabia with strong AI governance institutions that coordinate effectively across government is more genuinely AI-sovereign than one with the same infrastructure investment but fragmented and competing governance institutions.

The Execution dimension of Saudi AI is also influenced by NCDAI. National AI programs fail not because of a lack of ambition or capital but because of execution fragmentation — institutions that pursue parallel strategies, waste resources on duplication, and cannot coordinate the demand-supply alignment needed to make large infrastructure investments productive. NCDAI’s coordination function, if it operates effectively, reduces these execution risks.
